Submission of Entries
The closing date of applications for State Art and Sculpture Festival organized jointly by the Ministry of Buddha Sasana, Religious and Cultural Affairs, the Department of Cultural Affairs, and the State Panel of Visual Arts is 31st August 2025.
The artwork should be submitted along with the duly filled application as per the specimen form attached hereto with a passport sized photograph (2×2 inches, 600×600 pixels) of the applicant.
For drawings: 2 clear photographs of the artwork (1920×1080 pixels) For sculptures and installations: 4 photographs showing front, back, and both sides (1920×1080 pixels) should be submitted.
Submissions must be made online using the Google Form available at: https://www.dca.lk.
Competition Procedure
Selections in the First Round will be made based on the photographs submitted by the participant applicants. Selected applicants must bring the original artworks, properly prepared for display, to the National Art Gallery, Colombo 07, on the date specified.
After the evaluation of original artworks in the Second Round, the artworks so selected will be presented for the Arts and Sculpture Exhibition to be held by the Department of Cultural Affairs.
Award certificates and cash prizes will be presented to the winning creations of each category in the Second Round.
Rules and Regulations
This is an open competition for individuals aged 18 years and above.
Only artworks created between the year 2024 and 2025 will be accepted.
Participants may choose any theme subject to criteria mentioned under each category.
An applicant can only submit one artwork under one category.
The same artwork cannot be submitted to multiple categories. The chosen category must be clearly mentioned. (Inappropriate categorization may result in rejection.)
All information in the online application must be correctly completed in Sinhala, Tamil, or English. Incomplete or incorrect applications will be removed from the competition.
The owner of the artwork should be present compulsorily at the time of handing over and returning of artworks at the Exhibition Hall, and preparing for display. The day after the exhibition, artworks must be collected immediately. The Department of Cultural Affairs is not responsible for any artwork that is not collected on due date.
General Conditions
01. The contestants should adhere to all the conditions relevant to the State Art and Sculpture Festival.
02. Evaluation of artworks of the State Art and Sculpture Festival will be done by a Panel of Judges, proficient in the field of visual art field of Sri Lanka and their decision will be the final.
03. The legal ownership of the artwork, submitted to the State Art and Sculpture Festival should be authenticated in the relevant Google Form by the applicants.
04. In case of any issue arising at confirming the legal ownership of the artwork, the power of making final decision as to submit or not submit such artworks for evaluation and presenting or not presenting awards for such artworks lies with the State Panel of Visual Art and the Director of the Department of Cultural Affairs.
05. The Department of Cultural Affairs and the State Panel of Visual Art possess the legal authority to present or not to present cash prizes, awards, certificates prescribed for competition categories in case of any issue arising due to not fulfilling the required qualified standards or violation of rules of the competition or any other legal issue.
06. Officers serve in the State Panel of Visual Arts, Panel of Judges, Arts Council of Sri Lanka and the Department of Cultural Affairs or their family members could not apply for the State Art and Sculpture Festival.
